On the afternoon of December 9, the "the Belt and Road" International Technology Transfer and Innovation Cooperation (Shaanxi) Alliance (hereinafter referred to as the "Alliance") came to our institute for research and exchange, and the symposium was held in the "Cultivating Talents and Enlightening Wisdom" lecture hall of regional national colleges. Wang Xueli, Deputy Director of Shaanxi Provincial Resource Coordination Center, Vice Chairman and Secretary General of the Alliance, Liu Xiaoyan, Deputy Secretary General of the Alliance and Head of Shaanxi International Technology Transfer and Innovation Cooperation Center, and a group of four teachers from the college attended the symposium, which was chaired by Dean Han Zhibin.

Dean Han Zhibin first warmly welcomed the arrival of the alliance research team. At the beginning of the meeting, the attendees watched a video introducing the regional national colleges of Northwest University together. Vice Chairman Wang Xueli introduced the background and purpose of the research, aiming to jointly explore how to transform academic research advantages into practical driving forces to serve the local economic and social development of Shaanxi, assist enterprises in "going global", and explore new models and paths for the deep integration of industry, academia, research and application.

Subsequently, Dean Han Zhibin provided a detailed introduction to the discipline construction and development of the college. He pointed out that regional and national colleges are duty bound to serve the construction of a strong province in culture and technology. The college relies on a fully physical operating mechanism and a high-end think tank platform to establish a talent training system that integrates undergraduate, graduate, and doctoral programs, focusing on conducting in-depth research in the three major regions of the Middle East, Central Asia, and South Asia. He emphasized that the college is committed to promoting the extension of regional studies from pure academic research and think tank construction to serving local development and empowering local enterprises for internationalization.

During the discussion and exchange session, Vice Director Wang Xueli stated that it is crucial for enterprises to have a deep understanding of the political, economic, social, and cultural environment of their target countries in the process of "going global". Both parties can actively explore the inclusion of college researchers in the alliance's expert database, and promote knowledge dissemination through a series of lectures and specialized training; At the same time, the alliance can provide rich application scenarios and practical internship opportunities for college students, promoting the transformation and application of original scientific research achievements.

Vice Secretary General Liu Xiaoyan proposed that both sides hope to achieve deep cooperation through the establishment of special projects, collaborative writing of research reports, joint construction of expert databases and sharing platforms, and jointly promote the landing of international technology transfer and technology cooperation projects, and collaborate to cultivate composite international technology transfer talents who understand technology, language, and rules. Lin Fei, the Secretary of the Alliance Secretariat and the Director of the Regional Innovation Department of Xi'an Science and Technology Market Co., Ltd., put forward suggestions on jointly conducting training and building a practical docking platform. Representatives of the college teachers exchanged views on the integration of industry, academia, and research, language services and knowledge dissemination, support from think tank experts, alignment of student training and curriculum design with enterprise needs, and exploration of technology transfer projects in the Central Asian direction.

Dean Han Zhibin emphasized in his concluding speech that this research and discussion was highly effective, opening a new chapter in the deep integration between the college and the industry university research cooperation platform. Both sides have reached a broad consensus on building mechanisms, sharing resources, cultivating talents, and researching topics together. The college will actively promote the closer integration of academic research and social services, and contribute more wisdom and strength from Xi'an University to support the high-quality development of Shaanxi.
